FAQ

Cooperative purchasing questions

What is cooperative purchasing?
A cooperative (such as BuyBoard or TIPS) competitively bids and awards contracts on behalf of its member public entities — school districts, cities, counties, universities. Members then purchase from awarded vendors at contract pricing without running their own bid, because the competitive process has already been completed.
Which cooperatives is Epic awarded on?
Twenty-one current contracts across thirteen cooperatives as of October 2026: TIPS (eight contracts, including Fire, Firearm and Active Shooter Safety and Security Solutions, Glass Services, Job Order Contracting and Comprehensive Facilities Management), BuyBoard 798-26, Choice Partners (two, including the HUB/MWBE national JOC-IDIQ), PCA OD-391-23, Equalis Group R10-1146A (Breach-Resistant Window Products), TexBuy, and the ESC Region 2 (GoodBuy), 5, 6 (EPIC 6), 7, 15 (791), 18 and 19 (Allied States) cooperatives — plus SAM.gov registration for federal buyers. Every number is on this page and on every Epic quote.
Does my district have to be a member?
Membership is free for public entities in most cooperatives and takes minutes to set up. Your purchasing department almost certainly already belongs to one or both. If not, we’ll walk you through joining.
Can co-op purchases be paid with safety grant funds?
Yes. Cooperative contracts are generally accepted as satisfying competitive-procurement requirements for state and federal grant programs — confirm with your purchasing office and grant administrator, including Texas SSSFG and SAFE grants. Epic provides the documentation your grant administrator needs.
